Three Associates Join Murphy, Hesse, Toomey & Lehane LLP

 

Murphy, Hesse, Toomey and Lehane LLP is pleased to announce the addition of three associates. The new associates will practice in the areas of labor and employment, corporate and education law. John Mac Daly and Rachel Mills were admitted to the bar in November. Vineesha Sow joins the firm’s education and special education law group after representing indigent clients in special education matters for the past few years.

 

Mr. Daly’s practice is primarily focused on corporate and financial transactional work. Mr. Daly was a member of the Boston University & Massachusetts Institute of Technology Start-Up Clinic, where he assisted companies with entity formation, trademarks and corporate strategy. While in law school, Mr. Daly served as the President of the Entrepreneur and Finance Club and worked as a legal intern for The Boston Red Sox, Fenway Sports Group, and Brown Brothers Harriman & Co. Mr. Daly received his B.A. in History from Trinity College and graduated from Avon Old Farms in Connecticut.

 

Ms. Mills’ practice is primarily focused on the areas of labor and employment law. Ms. Mills graduated from Boston College with a B.A. in Political Science and a minor in French and received her Juris Doctorate from Northeastern University School of Law. During law school, Ms. Mills participated in the Prisoners’ Rights Clinic and was a member of the Law Review. Ms. Mills held internships at the United States District Court for the District of Massachusetts with Magistrate Judge Kelley and at Veterans Legal Services in Boston.

 

Ms. Sow is an attorney in the firm’s education and special education law groups. Prior to joining the firm, Ms. Sow provided mental health advocacy to children with complex mental health needs. Ms. Sow also provided training on special education and school discipline to communities throughout Massachusetts, including lectures at Harvard Law School and Boston College Law School, regarding special education, school discipline and system-involved youth. Ms. Sow received her Bachelor’s Degree from Suffolk University with a major in Government. Ms Sow received her Juris Doctorate from the University Of San Francisco School Of Law.

U.S. DEPARTMENT OF EDUCATION ISSUES REVISED TITLE IX REGULATIONS

On April 19, 2024, the United States Department of Education (“DOE”) issued final regulations for Title IX of the Education Amendments of 1972 (“Title IX”). Title IX prohibits discrimination based on sex in education programs or activities receiving federal financial assistance. The new regulations go into effect on August 1, 2024, so school districts are encouraged to review their policies and procedures and provide staff training on these new regulations as soon as possible. The final regulations continue to list specific elements that must be included in any policy, such as range of disciplinary actions, standards of evidence, and procedures. The DOE has provided template policies here: https://www2.ed.gov/about/offices/list/ocr/docs/resource-nondiscrimination-policies.pdf and Murphy, Hesse, Toomey & Lehane will be creating model policies and notice letters as well.
