Mr. Moss concentrates in the municipal and litigation practice areas. Mr. Moss’s experience in municipal law includes, but is not limited to, land use development, zoning, conservation and wetlands, eminent domain, telecommunications, local legislation, municipal liability, governance (Open Meeting Law, Public Records Law, and Conflict of Interest Law), enforcement, municipal airport, and waterfront issues. Mr. Moss has successfully represented municipalities in a variety of litigation matters, with individual success through motions to dismiss, summary judgment, and trial. Mr. Moss’s experience also includes employment litigation.
Representative examples of Mr. Moss’s work include, but are not limited to: securing summary judgment and trial victories upholding decisions of local zoning authorities under the Zoning Act; representing town in third party’s development of affordable housing project on town-owned land; successfully defeating a motion for injunction by a filed sub-bidder that sought to enjoin a high school renovation project; attending town meetings; obtaining summary judgment for defendant municipality in a public way defect matter; and securing partial summary judgment for the Massachusetts Bay Transportation Authority concerning warning signage for electrified third rail.
Mr. Moss received his Bachelor of Science degree in Economics cum laude from The George Washington University. In addition, Mr. Moss obtained his Juris Doctor (With Honors) from The George Washington University Law School. During law school, Mr. Moss served as an Articles Editor and Staff Member of The Public Contract Law Journal, as well as a Writing Fellow in the Legal Research and Writing Program. Mr. Moss also authored “Can a State Avoid Higher Prices Incurred Under Long-Term Power Supply Contracts? A Study of California’s Situation Following Its Energy Crisis,” a Note that was published in Volume 32 of The Public Contract Law Journal (2002).
Mr. Moss is a member of the Quincy Rotary Club, the Norfolk County Bar Association, the Massachusetts Bar Association, and the City Solicitor and Town Counsel Association. Mr. Moss volunteers with the Norfolk County Bar Association’s Evening Legal Clinic, where he provides legal assistance to members of the community.
Prior to joining the firm, Mr. Moss was employed as a litigation and municipal law attorney in Massachusetts. In particular, Mr. Moss has counseled and represented individuals, businesses, public entities and insurers in a variety of litigation and non-litigation matters including providing general representation to a Massachusetts town and handling liability issues for several Massachusetts municipalities. Mr. Moss was previously employed as a Judicial Law Clerk with the U.S. Nuclear Regulatory Commission’s Atomic Safety and Licensing Board Panel, where he was involved with the licensing of nuclear facilities.
