Mr. Le Blanc's practice is largely concentrated in the public sector.  He has extensive experience with matters involving federal, state, county and municipal contracting, procurement, bidding, public construction projects, designer selection, zoning, comprehensive permits under M.G.L. Chapter 40B, public records and open meeting, education, and labor and employment issues.  He also has experience litigating related issues; he has argued before the Appeals Court and the Supreme Judicial Court.                               .

A native and resident of Leominster, Massachusetts, Mr. Le Blanc graduated with honors, summa cum laude, from the College of the Holy Cross in 1999, with a double major in political science and religious studies.  He then studied at Cornell Law School, where he received his law degree, with a concentration in public law in 2002.  Prior to joining Murphy, Hesse, Toomey & Lehane, LLP, Mr. Le Blanc clerked for our firm as a summer associate in 2000 and 2001.

He was admitted to practice in Massachusetts in 2002, to practice before the U.S. District Court for the District of Massachusetts in 2003, and to practice before the U.S. Court of Appeals for the First Circuit in 2004.  He is a member of the American Bar Association, the Massachusetts Bar Association (a member of its Public Law Section Council) and the City Solicitors and Town Counselors' Association.  He has also served as a five (5) term director of the Holy Cross Lawyers' Association. He is also President of the Mid-State Antique Auto Club and a delegate to the Massachusetts Association of Auto Clubs.  Mr. Le Blanc has been named as a “Rising Star” among local attorneys by Boston Magazine in both 2009 and 2010.
