Joseph T. Bartulis, Jr.

Mr. Bartulis concentrates his practice in Municipal law, Education
law and public sector Labor and Employment law. He works with school administrators and municipal
department heads in all aspects of hiring, reappointing, non-renewal, disciplining, and discharging employees of school departments and
other public entities. He also has extensive experience in the area of student discipline as well as search and seizure issues. He has
negotiated and drafted numerous collective bargaining agreements, and has defended employers in grievance arbitrations, interest arbitrations,
and unfair labor practices relating to the employer-employee relationship. To that end, he has also represented school departments and
other municipal employers interests before various government agencies. In addition, he has authored a number of articles on public sector
employment issues and has spoken on legal topics before various audiences across the country. For several years, Mr. Bartulis has also
been a Criminal Procedure and Criminal Law instructor for the Massachusetts Criminal Justice Training Council at several of its police
recruit academies across the state. Mr. Bartulis is a graduate of Baylor University and Boston College Law School, where he was on Law
